Rename Request

I propose that we rename this page to "ARC (File Format)" for multiple reasons.

1) These files exist on disk in the form of "globe.arc", "HomeButton.arc", and other various archives.

2) The C functions that read these files have the prefix "ARC" in Big Brain Academy: Wii Degree, and by extension of being a library function, Mario Kart Wii.

3) "U.8-" is an ASCII interpretation of a signature that is decidedly not ASCII (note the 0xAA byte). It has no place here.
