KMT Modifier is a program created by TheZACAtac and can be used to modify KMT files.

Preview	2017-08-29	First release
Beta	2017-09-01	Added ability to create, load, and edit KMT files. Added ability to navigate between different KMT entries. Added ability to export GCT to either a NTSC-U, NTSC-J, or PAL format (untested however).
v1.0-beta	2020-05-07	Remade in Visual Studio. Removed cup icons, character icons, vehicle icons and track pictures. Missions can be moved, added and removed. Added ability to edit CPU entries. Added ability to edit Cannon Flag, Minimap Object, Camera, and Controller Restriction. Made open source.
