A texture hack is a hack of a Mario Kart Wii track that does not change the model or layout of the track, but instead change only the texturing. Normally, people who are learning how to make custom tracks do texture hack first, since they're much simpler.
Some tracks have texture hacks and object hacks, changing the track's layout, but don't have model edits. Those are the custom tracks without model edits.
