Only one Custom Track was truly made for Mario Kart 64. It was named Starlight. It was a hack over Rainbow Road. In early 2007, a Youtube user named "RekcahRepyh", introduced the first Mario Kart 64, called "Starlight". This early version used Graphics from Rainbow Road, rather than it's own. Later on, RekcahRepyh released a new version with custom graphics, and explained how he had edited it completely with Hex.
