This is Sky Garden from Mario Kart: Super Circuit. It is the 2nd course of the Lightning Cup. It reappeared in Mario Kart DS as the 3rd track of the Lightning Cup.
Currently, there are two different ports of this track.

One of the first released custom tracks. This track was created when very little was known about MKWii CT creation, and a very low number of tools were available.
